April 29, 2003 Reconvened Meeting

Chairman Cupit called meeting to order at 7:00 PM, all in attendance stood and recited the pledge of allegiance.

 

This meeting is a follow up from the April 28, 2003 road tour and to meet with Jerry Carlson regarding Prairie Fields.

 

Steve Gillquist, Beach Road attended the first portion of the meeting to discuss some issues on Beach Road.  Mr. Gillquist presented some pictures (one copy attached to hardcopy of these minutes at the Fish Lake Township office) of his road depicting standing in the roadway; there are no ditches on Beach Road.  He would like to install a culvert under his existing driveway to alleviate some of the water.  Chairman Cupit stated that he and Gary Guse will go to the site and assess the situation.

 

The board discussed the gravel history from the past 7 years and proposed the following roads to be graveled in 2003:

 

Badger (from Cty. 62 to Cty. 4)       ½ mile             Approx. 700 Yds/Gravel

Blackhawk (from Cty. 10 to 425th)

Supervisor Larkin will draft a “Gravel Hauling Bid Notice” for May 7th and May 14th advertising.

 

Jerry Carlson – Prairie Fields (See April 2003 regular meeting minutes)

 

The following are in regard to the discussion of the April 2003 monthly meeting.

 

a.      Jerry gave a hammerhead drawing to the clerk for the Prairie Fields file

b.      Soil borings are being done Friday, May 2, 2203 at 9:00 AM, Warren White and Supervisor Larkin will be present and conduct the pre-construction meeting on site.

c.      Drainage easement will show on Final Plat

d.      Jerry does not agree to have an easement for a future road; he feels there will be negative effects on the property value.  After discussion the board does not feel an easement will be necessary for Prairie Fields.  The board was specifically clear that this is not intended to be precedence for developments in Fish Lake Township.

e.      Jerry had the retention Pond analysis competed by Hult and Associates and has forwarded a copy to Warren White.

f.        The $140,000 letter of credit has been received by Fish Lake Township and is good until December 31, 2004

 

Developers Agreement:

The title opinion is done but Jerry does not have it with him tonight.  He will bring it on Friday, May 2, 2003 and give it to Supervisor Larkin at the pre-construction meeting.

 

Jerry agrees to inform all potential buyers that Fish Lake Township will not maintain the road in Prairie Fields until the Township has formally accepted the road.

 

Chairman Cupit made motion to approve Developer’s Agreement as submitted by Jerrold Carlson and completed by the board including as an attachment the standard specification which require clerk’s signature, additional conditions are: title opinion including legal description, inform potential buyers that the developer retains responsibility of maintenance of the road until formally accepted by the Township, Supervisor Freedlund 2nd, all in favor.

 

Chairman Cupit made motion to adjourn at 8:50 PM, Supervisor Larkin 2nd, all in favor.
